Prototype History: Through the 1970's, the Paducah shops of the Illinois Central rebuilt worn out EMD GP7, GP9 & GP18 locomotives into the GP10.  The Illinois Central Railroad had three separate rebuild programs to upgrade their old EMD GPs and GPs that they had purchased from equipment dealers such as Precision National Corporation in Mount Vernon, Illinois. All were rebuilt at IC/ICG's Paducah Shops in Kentucky.
